The rev limiter is a small jumper that is located on the cdi box. The CDI box is a small black box about 1" x 3" that is banded to the frame above the carburetor.

Pull CDI down and loosed the 2 screws you find on the shiny side of the box. This will allow a small metal jumper to fall out.

Tighten screws and reband to frame.
